I think Herod had a bad case of guilty conscience. When he heard about the supernatural things Jesus had been doing, he concluded: "John, the one I beheaded, has been raised!" (Mk 6:16).

John had confronted him about marrying Herodias, his brother's wife. He may well have reminded him of Leviticus 18:16 -- "You are not to have sexual intercourse with your brother's wife." Or of Lev 20:21 -- "If a man marries his brother's wife, it is impurity." Or of Lev 19:2 -- "Be holy because I, the LORD your God, am holy." He certainly would have called on him to repent, just as Jesus' disciples had gone out two by two and preached that people should repent (Mk 6:12).

Herod had considered John to be a righteous and holy man and was in awe of him, readily listening to him even though what John said disturbed him (Mk 6:20). What a tragedy that he was even more ready to listen to Herodias!
