In Deut 3:25-26, Moses seems to blame the people for causing God to be angry with him and to ban him from entering the Promised Land. (See also 1:37 and 4:21.) That's true in an indirect way. Their grumbling over lack of water led to the incident where Moses reacted inappropriately. But nonetheless, Moses is accountable for his own actions in striking the rock instead of speaking to it as God instructed (Numbers 20:7-13).

Interestingly, in Numbers 20:12, God tells Moses he is banned "because you did not trust Me to show My holiness in the sight of the Israelites". Deut 32:51 says something similar -- that Moses broke faith with God by failing to treat Him as holy in the presence of the people. We could probably all be accused of that!
