Instead of just commanding water to come from the rock (as God instructed), Moses struck the rock with his staff (as he had done successfully on a previous occasion at Horeb). We often think it was this act of disobedience that led to his exclusion from the Promised Land. But here in Numbers 27:14, it is recorded that God said to Moses: "Both of you rebelled against My command to show my holiness in their sight at the waters." This matches with what God told Moses at the time of the incident -- "Because you did not trust in me, to show my holiness before the eyes of the Israelites, therefore you shall not bring the assembly into the land that I have given them." (Num 20:12)
It wasn't just Moses' actions that God was looking at, but his heart, and it was there that he detected a sinful attitude. Perhaps we get another clue to what that attitude was in Moses' words just before he struck the rock -- "Listen, you rebels! Must we bring water out of this rock for you? (Num 20:10). No acknowledgement of God at all!
